District Governor report for Convention 2026 - DG Di Hopkins
Update since the last cabinet meeting.
I am now ¾ of the way through my year as your District Governor. This time of the year is particularly busy, and I have been working with the Convention chair, Dave, to get the convention organised. I am so looking forward to the weekend.
There have been and are to come many charters and I have had the honour of attending charters. It is very gratifying and humbling to see the work that the Lions of District 105SC put in and the amazing projects of service.
Club visits – I still have some to do and will get these scheduled.
It is so good to see the enthusiasm Lions have shown by supporting the last Membership Matters meeting. Very good to see so many attendees.
Thank you to those who supported the Winter Forum.
May I take this opportunity to wish both Lion Tim Hanton, 1st VDG and Lion Mark Cooper, 2nd VDG on the elections at the coming Convention.
First Vice District Governor - 1VDG Tim Hanton
It has given me great pleasure to serve as your 1st Vice District Governor on the District Governor Team for this year.
I have enjoyed visiting clubs in our District. Thank you to the hospitality that your Clubs have provided. It has given me to opportunity to see your service plans in action and to understand the issues that are being faced by Clubs. Constant themes are membership recruitment and retention, how we address an aging membership in Lions and Clubs struggling to fill their key Officer posts.
In preparation for my upcoming role, I have attended a regular District Governor online training programme which commenced in September and will complete with 2 days of seminars in Hong Kong ahead of the International Convention on 3rd – 7th July 2026. It has been great to work with some of our European 1st VDG and to exchange ideas on how to improve the running of our Districts.
I have continued to serve on the Multi District Strategy Development Group on initiatives to improve both our MD and Districts.

Second Vice District Governor - 2VDG Mark Cooper
It has been a fruitful and fun year. I have attended 15 club and 3 zone meetings and met so many fantastic members. This has enabled me to see the breadth of service the clubs provide across the district. It never fails to astonish me at the quality and quantity of service the clubs provide. I am excited to meet more clubs in the coming years.
I have been active on the district's strategic planning team, meeting regularly in person. I have attended all the zone chair, GAT, and the district finance committee meetings.
Training for the role, as with all officer responsibilities, is important to preparation for the future DG role. I attended the SVDG training, held on Zoom, along with the other SVDGs in MD105, Ireland, the Netherlands, and Greece.
I have been privileged to be a member of the MD Strategic Development Team, a small group tasked with researching and advising the MD 105 Council on matters requiring attention.
Immediate Past District Governor - IPDG Sandra Manktelow
After two years at the helm, it is good to be 'in the background' supporting Di, our District Governor. It seems strange not going off to visit clubs but it's lovely that so many Lions keep in touch with me.
I have been active in working as part of the strategic planning team – meeting face to face every couple of months.
Dave Ebsworth, Brian Donovan, Jarvis and I had a fruitful zoom meeting planning our Winter Forum. Due to ill health Brian was unable to attend but Dave, Jarvis and I managed to deliver the programme despite some last-minute hitches – it's good to be flexible!
Life has been full of ups and downs this year. Sadly, I represented District in Jersey when I attended Ian Robins memorial service – he was such a proactive Lion, and I miss our WhatsApp calls.
Next year I will have a new challenge that I am looking forward to – watch this space.
District Admin Team
Constitution, Nominations and Resolutions Advisor (CNRA) - PCC John Goodchild
Progress since the last Convention of 105SC:
The Call for Convention was circulated to all Clubs on time, together with a call for nominations and resolutions.
At the 31st December 2025 closing date for receipt by me of nominations, resolutions and invitations to be considered at the District Convention in April 2026, I can report that:
One nomination had been received for the post of DG, 105SC, 2026-2027, that being for Lion Tim Hanton, Lions Club of Wokingham, the only qualified candidate.
One nomination had been received for the post of First Vice District Governor, 105SC, 2026-2027, that being for Lion Mark Cooper, Lions Club of Fleet, the only qualified candidate.
No nominations had been received for the post of Second Vice District Governor 2026-2027
In consequence, nominations for this post will be invited from the floor of Convention. However, any candidate so nominated must be prepared to address Convention to demonstrate his/her fitness for the post.
Two resolutions had been received, both from the District Cabinet, regarding District Dues and the appointment of Independent Examiners for the District Accounts for the forthcoming Lionistic year. These were circulated to Clubs in January. No amendments to these resolutions were received by the due date, they will therefore be debated as received.
The above nominations are all valid and comply with LCI requirements.
The above nominations were duly circulated to Clubs and are posted on the District Convention Website, together with the CVs of the candidates seeking election.
No invitations to host Conventions 2026 or 2027 had been received. Invitations from the floor of Convention can therefore be considered. However, I understand a proposal will be forthcoming under the item 'Convention 2027', to be discussed during the afternoon session of Convention.
Even though there is only one candidate for each of the posts of District Governor, first and second Vice District Governor, it will be necessary to hold a secret ballot at Convention to elect these people. This is a requirement of the International Constitution, which states that the delegates at Convention must have the right to reject a candidate.
Delegate Registration and Check-In
Electronic registration and check-in will again be used this year for delegates and alternates. The system has many advantages, including live information on the number of delegates and alternates checked in at Convention at any time. Full details of check-in procedures for voting delegates have been sent to all Clubs.
Other Matters
At the International Convention last summer, Article II Section 5(d) of the Standard Form District Constitution was amended to read: In order for a Lion to be eligible and qualified to be selected to fill a vacancy in the office of district governor, they must……… www.lions105sc.org.uk/public/105SC_Constitution.pdf. As this is a mandatory change, it does not require Convention approval.
I believe our Constitution to be fit for purpose and, with the above amendment, compliant with LCI requirements.
Throughout the year, I have continued to provide advice to Clubs, Zones, the District Cabinet and its members relating to constitutional matters.

APPENDIX I to CNRA REPORT
The following resolutions have been received for consideration at Convention 2025.
Resolution 1: Proposed by the District Cabinet.
This Convention resolves that:
The District Per Capita Levy for the Fiscal Year 2025/26 shall be in the sum of £9.00 per Lion. This shall be payable in two equal instalments - £4.50 per Lion by 1 August 2025 based upon the known membership as at 30 June 2025 and £4.50 per Lion by 1 February 2026 based upon the known membership as at 31 December 2025.
Explanatory note:
Article VIII Section 1 of the By-Laws of the latest issue of the District 105SC Constitution States:
"To provide revenue for approved district projects and to defray the administrative expenses of the district, Cabinet shall table a resolution at every Annual District Convention to set the per capita levy for the following fiscal year. If such resolution shall fail then the per capita levy for the time being in force shall be continued until changed by resolution. The administrative subscription shall be levied upon each member of each club in the district and shall be collected and paid in advance by each club in two (2) semi-annual payments per club member by July 21st of each year to cover the semi-annual period July 1st to December 31st and per club member on January 21st of each year, to cover the semi-annual period January 1stto June 30th with billings of the same to be based upon the roster of each club as of June 30th and December 31st respectively……"
Emergency Resolution 2: Proposed by the District Cabinet.
This Convention resolves that:
Messrs Gilroy & Brookes, Chartered Accountants of Farnham, be sincerely thanked for their services to the District in the past and in accordance with the provisions of Article III Section 14f, of the District By-Laws, this Convention instructs the District Cabinet to appoint a suitably qualified person/Company to carry out an independent examination of the Accounts of The District for the fiscal year 2025-2026.
Explanatory note:
Article IX Section 2 of the By-Laws of the latest issue of the District 105SC Constitution States:
"The District Governor's Cabinet shall provide for an annual or more frequent audit or review of the books and accounts……"
Data Protection Compliance Officer (DPO) - Lion Steve Spencer
Objectives for the Year:
To advise clubs as necessary, in co-ordination with the MD officer – continuing my successful working relationship with her.
To continue to encourage clubs to register with the Information Commissioners Office, as is required by law.
Progress against Objectives:
This has been another quiet year in terms of queries from clubs. I have one potential issue to follow up on, but details are sketchy as I write this report.
Following on from my last Convention report, I have now managed to get 2 more clubs to register with the ICO so that we only have one club left to register, and I will continue to work to get them to do so. We will then have 100% registration. I believe we are the only District to have anywhere near that level, or even the current 95% of clubs who are required to register having done so (the clubs in Guernsey and Jersey are under different rules, but have complied with those).
District Secretary (DS) - PCC Peter Burnett
As we draw to the final quarter of the Lions year it means that I have now nearly finished my 6th year as District Secretary. Thank you, DG Dianne for allowing me to remain in post for another year.
This time last year I said that I would be giving up the secretary role at the end of this year, I lied! I have agreed to remain in the post for next year and to support Lion Tim in his year.
Once again, the most important part of my report is to thank Lion Tom Sayers and his partner Juliet Browne for all their help this year. Most Cabinet officers have now got used to sending their reports to the dedicated reports email address from which Tom & Juliet collate them and publish them online for Cabinet. This saves me an awful lot of time sorting and sending reports and put the onus onto the officers to look for the reports rather than have them sent to them.
This year the meetings have once again been a combination of face to face and Zoom and my job as District Secretary taking the minutes has been quite easy.
Thank you to all of Cabinet for their support and efficient reporting during the year. Likewise thank you to the overwhelming majority of clubs who reported their delegates for both this convention and the MD one on time. Now that we are all used to online registration for the District & MD Conventions things have once again gone extremely smoothly. Once again, my thanks to Tom and Juliet for all their hard work setting up a fool proof system.
Finally, can I remind clubs that as soon as they appoint their new officers for the 2026-27 year they will need reporting on myLCI. Can you also please let both myself and Tom Sayers know your officers so that we can keep the District Mailing lists up to date. Despite my request very few clubs actually did let the two of us know last year which means that Tom has to go fishing through the portal finding information. It would be so much simpler if clubs let us know as requested.
Lion Tom has now set up a different system for the District mailings, in future it will be sent to all members rather than just club Presidents & Secretaries. My thanks to him for again using his amazing geeky ability to make all our lives easier!

Health & Safety (HSO) - PDG Brian Donovan
Finance Team - IPDG Sandra Manktelow
We made the decision to follow on our Finance meetings directly after our Global Action Team meetings – sometimes there can be too many meetings so it seemed logical to do this especially as it is difficult to coordinate days when we are all available.
My thanks go to all the finance team but especially Dora, our District Treasurer, who has been extremely diligent and has been keeping me informed about all financial issues.
Despite a shaky start I got to grips with our HSBC business account and can now authorise payments rapidly.
My thanks to all who rose to the challenge of finding someone to check our accounts and to Graham Rogers who stepped up and carried out the check.
Insurance Adviser - Lion Steve Spencer
Objectives for the Year:
To advise clubs as necessary, in co-ordination with the National HQ team.
Progress against Objectives:
A fairly busy year with 21 queries to the writing this report, of these 11 were for the "TWIMC" insurance cover letter. It appears my earlier optimism that clubs are aware that this is in the MD website Members Area was a little misplaced. However, perhaps not entirely, as I only had one query about insurance for a sleigh, so members may have found the details online at https://lionsclubs.co/MembersNews/ under "Documents and Policies" - where the TWIMC letter can also be found.
As usual, I also had a couple of queries from clubs in other Districts, who seem to just Google Lions insurance! I politely refer them to the MD website/MDHQ.
Clauses in contracts which impose excessive restrictions continue to give problems, with those previously raised by one club last year now hopefully resolved. However, another 2 clubs raised this as an issue, fortunately I was able to offer solutions.
Please note that clubs (or District) should not sign or in any other way agree to such contracts, as they will have no insurance cover for any liability assumed beyond that already existing under Common Law.
I have been working with the Sight Camera lead, Lion Mark Cooper, with regard to insurance for the newly purchased cameras, as these are not covered by our existing policies.
My pre-Christmas update of 1 October 2025 generated one query not on insurance, but about obtaining permits for House to House collections, where I was able to help based on prior experience.
Going forward, clubs still need to ensure that they are covered for all events, the starting point being the insurance guide, not just assume that they are covered. I am of course happy to assist in determining what is covered by Lions insurance, where necessary.
Convention Team - PDG Dave Ebsworth
This is my last year on the Convention team, and I promised District Governor Di that together with the Convention team we would again put on a very good convention. The one thing I have noticed this year is the slow bookings and reluctance to attend your AGM, hence the numbers are low both nights for the functions. We are unable to say how many will be attending the business session but hope for a good turnout.
The team have worked hard to put on this year's convention, giving up a lot of their time and I wish the District Governor to recognise this. The Friday evening will be totally different to any before and we hope that those attending will take part and enjoy.
I wish to Thank my team for their support and hard work, not just this year but over the past 10 years I have been involved. I would like to take this opportunity to wish the incoming Convention Chair Laura Roberts and her team all the best for 2027.
